The main complaint I have about the IEEE is the existence of "regions", which may have been very important in the past. In the era of information superhighway and the World-Wide Web paradigm, the geographical location is already fuzzy and will be meaningless very soon. However, the political aspect will stay as long as countries exist. Thus, I propose that IEEE abolish all regions and their vice-presidents, flattening the organisation. Just have IEEE-USA, IEEE-Canada (which already exists), IEEE-France, etc. and local chapters reporting to them directly.
