This is one of the best "editing errors" in the Ottawa Citizen! I guess the grammar checker at the Ottawa Citizen is impotent and needs Viagra :-). I expect a correction in tomorrow's newspaper.
Viagra-deprivation is also blamed for the mix-up of "Star Wars: Insurrection" in yesterday's newspaper, instead of "Star Trek: Insurrection" :-).
