Most adverse health effects of smoking cigarette and smoking marijuana, such as lung cancer, result from harmful compounds contained in the smoke, not from the active ingredients themselves. I would like to offer a creative solution based on logical thinking for the "Tobacco Control Strategy".
I propose that the sale of any substance that produces inhalable smoke be banned, including cigar, cigarette and medical marijuana. A total ban of smoking, both indoors and outdoors, would solve the controversy of second-hand smoke and smoking in public places once and for all, as well as reduce the occurrence of fire damages.
Both caffeine and alcohol are as addictive as nicotine, but are legal at present. Given the fact that tetrahydrocannabinol (THC) and cannabidiol (CBD), the active ingredients of cannabis (marijuana and hashish), are scientifically proven to be less addictive and less harmful to health than legal substances like caffeine and alcohol, I also propose that both nicotine and THC and CBD be made widely available for sale.
Health Canada could fund the research and development of designer drinks containing nicotine and/or THC and CBD, for example. The governments could subsidise the one-time cost of transition to a zero-tolerance smoke-free society instead of funding anti-smoking efforts. Tabacco companies, meanwhile, would happily profit by extracting pure nicotine from tobacco plants and pure THC and CBD from marijuana and hashish plants, by producing and selling nicotine/THC/CBD drinks, gums, inhalers, patches, pills, cocktail mixes, etc. The cost to society would be recovered shortly by a dramatic reduction in the health care costs, especially those associated with lung cancer.
Although I enjoy coffee and wine, I am a life-long non-smoker, and I have never done any kind of drugs. However, I would like to try nicotine/THC/CBD drinks if they become available, knowing that they would not be more harmful or addictive than coffee or wine, and that they may even have some health benefits unlike cocaine or heroin.
