2015-12-25|Pot shots: The long war over marijuana legalization

To whom it may concern

Federal Health Minister says that a task force will gather information about how marijuana could be sold. The Tobacco Act (S.C. 1997, c. 13) regulates manufacture, sale, labelling and promotion of tobacco products. Why not simply amend the Tobacco Act to include cannabis, transforming it to the Tobacco and Cannabis Act instead of creating a whole new set of legislations and regulations just for marijuana?

For example, simply substituting "tobacco" with "tobacco and cannabis" in the text on Health Canada's website yields the following result, which is quite acceptable.

The Tobacco and Cannabis Act prohibits the sell of tobacco and cannabis products to young persons (18 years of age or less) and requires retailers of tobacco and cannabis products to post signs that inform the public that furnishing tobacco and cannabis products to young persons is prohibited by law. These regulations specify the place, manner, form and content of signs to be posted in retail outlets."

This approach is consistent with the eventual banning of smoking of any kind with open-season legalisation of THC and CBD.
