Canadian Heritage/Patrimoine canadien is under fire for the Netflix deal after it pledged to spend $500M CAD ($392M USD) filming in Canada, without committing to French-language content. All the minister has to do is to mandate both of Canada's official languages in "Audio" and "Subtitles/CC" for all programmes filmed in Canada and possibly elsewhere as well so that a viewer's language preference in System Settings automatically sets the language for audio and subtitles/CC.
