2018-12-01|Help EIT without P.Eng. Supervision Get Licensed

To whom it may concern

I was kindly given an opportunity to review the proposal document (file "PEO-monitor-program.docx"). I find that the document not only is well-written but also captures the essence of the LAP Guide Exchange meeting (2018-09-05) which was like a brainstorming session on this topic.
First of all, "Computer Engineering" in the proposal should be changed to "Software Engineering" because PEO has published the following documents.
- The Road to Software Engineering Regulation (2011)
- PEO Adopts Official Policy Re: Software Engineering (2013)
When I started my monitoring an EIT, I requested some direction from PEO's HQ, but the only documentation was the following guide with 1/2 page about monitoring (Page 6). Although Experience Requirements Committee interview process is very flexible, there is no such flexibility in the monitor's "at least 30 hours each month", according to this guide.

Even though my background is Engineering Physics (McMaster University), I monitored an EIT in the field of Software Engineering, 30+ hours/month for 13 months. I had no problem checking for spaghetti code, etc. since my past work at BNR/NT heavily involved writing interpretive software. However, direct contact with the EIT was only 30 to 60 minutes/visit, i.e., approximately 2 to 4 hours/month.

The proposals could be presented to the 2018-2019 Eastern Region Councillors (2) for support and sponsor.

One of them could move and the other could second motions like the following during the 97th Annual General Meeting of Professional Engineers Ontario (PEO) on 2019-05-04 (Saturday) at Toronto Hilton Hotel in Toronto, ON, Canada.

WHEREAS The current process of obtaining and using a monitor to assess an EIT's competency and experience is not feasible for many EITs trying to obtain licensure in emerging fields like Software Engineering;
WHEREAS These fields are rapidly changing and highly competitive, and many companies would not be comfortable with allowing an outside P.Eng. to observe an EIT in the office for 30 hours per month as part of the current monitor program, that is, if one were even available nearby; and
WHEREAS These companies are not likely to offer any support to the monitor, even petty transportation cost, because they do not require a P.Eng. due to the industrial exemption which exists only in Ontario;
THEREFORE BE IT SUBMITTED THAT Section "2.5.2 Role of the Monitor as Referee" (Page 6) of document "Guide to the Required Experience for Licensing as a Professional Engineer in Ontario" be amended to replace
5. iii) he/she will commit to being in the work location of the EIT at least 30 hours each month.
with
5. iii) he/she will commit to:

examine a detailed weekly log book of the EIT's work;
make monthly visits to the work location of the EIT for 1 year (12 visits in total); and
send occasional reports to the PEO.

Directories of Practitioners

BTW, the point "There is little incentive for engineers in DND to be licensed." applies to other branches of the federal government, too. For example, I know that a Ph.D. chemical engineer who works at CANMET in Bells Corners, ON, doing catalyst research is licensed by OIQ, but not by PEO.
