Fluorescence is photoluminescence as a result of singlet-singlet electronic relaxation by absorption of photons (typical lifetime: nanoseconds). Phosphorescence is photoluminescence as a result of triplet-singlet electronic relaxation by absorption of photons (typical lifetime: milliseconds to hours). Plastic covers were spray-painted for demonstration.
Laser beam from a Focusable 200-250mW 650nm Laser Module Red Dot Laser Generator Diode does not show any photoluminescence. Laser beam from a 1000mW Bluish Violet Laser Head Parts 405nm For Engraver DIY Engraving Machine does not show fluorescence on a plastic disc spray-painted with fluorescent paint, but shows phosphorescence on a plastic disc spray-painted with "Glow-in-the-Dark" phosphorescent paint.
