The National Capital Commission (NCC) says:

Champlain Lookout is now accessible to all. The NCC has completed the reconstruction of the part of the lookout retaining wall that had collapsed in 2019 and completed the finishing work and landscaping.

The results of reconstruction appear great on the surface.
A closer look reveals that the assembly of rocks may not be robust. It is only a question of time that the assembly would disintegrate naturally or by vandalism. It could be a contractor's dream, charging for annual inspection and maintenance work replacing some rocks every year.
Also, there is a gap here as well...
